168 BTHP, RL17 @ 45.5gr, 2.816 16"bbl, ~2460 FPS
But, that's pointless, given your choice of powders, barrel and chamber.
Look at any manual, search your specific powder and bullets, do your homework and do some tests.
These are the values for 1x fired that I have seen or paid:
Headstamps: $$ / 100
Lapua $155 - $170
NT (Lapua) $150 - $165
T (RUag) $175 - $185
HDY, SB, BHA $135 - $150
If you're going to load to 2.820, knowing it's jammed, start with low powder and work up. Find your sweet spot and then load 1,000's.
Nothin' wrong with tinkering as long as you bring along it's essential companion, common sense. :)
First off, I don't know shizzle about competition shooting, so no sayin' whether or not these suggestions have merit:
You obviously have plenty of time and bank. Suggest you get a suppressor for that comp AR of yours. I have seen in posts there are some that do not affect accuracy. Then you...
+1 to Nuke_Shooter's suggestion
Do yourself a favor: outfit your rig the way you want it in the end, and make sure it cycles flawlessly. Then tinker with your loads.
SAAMI spec on the 338LM shoulder is a cone of angle 39°59'48", which for all practical purposes is 40°. Are you saying you built one with a 80° cone section? If so, I'll bite: what are you expecting to gain out of that 'cept another grain or two of powder capacity?
On powders, IMO any will...
+1 to Sentry's method
A normal propane torch you can buy for $12 will do just fine.
I anneal them dirty. 338LM take approximately 10sec per case -- 6-7 of heating, and the remaining 3 seconds for handling.
Do it in the dark/very low light so you see when it just starts to glow.
What I found is...
Nice.
I suggest you load to magazine length. I regularly load SMKs for my AR to 2.816, which just fits into the magazine.
Single shot loading an AR sucks donkey schlong.
Conjecture:
Fire formed, not annealed, has greater holding strength on the bullet. Consequently, greater pressure buildup in case before releasing bullet.
Considering the powder burn in the barrel is approximately the same, that initial, greater acceleration due to higher pressure makes all the...
Check for gun boards in your local area. Here in the Pacific Northwest we have NWFA. Regular postings about primer/powder sightings on that board. I've met several local gun nutz and I'm proud to be an active member. I'm sure you'll find the same in AL.

Neck tension. Did you anneal the 1x fired? Otherwise you have the work hardened necks presenting a possibility.
Another possibility is the subconscious golem effect where you might have thought it would perform differently and thus it did.
I would look at Varget, 4831, RL17/RL19. I get great velocities out of my 308 with 4064 (faster burn rate than varget) but poor grouping no matter what the bullet weight or powder charge.
You could also look at TAC or W760, I have seen 760 on the shelf recently.
I called Savage about my stuckage problem back a while ago. The courteous woman on the phone explained carefully, "we use Black Hills ammunition with xx bullets. If these chamber, fire and extract without problems in your gun, we will charge you for the shipping and all the time spent." In...
I would not use water. Instead I would used a rag with thinner or >90% alcohol. Then oil it with a light film and wipe it off. If you consider how much oil comes on these thngs new, it would work. Dont want rust though.
I use a Q-tip with bearing grease on my ram. Clean and reapply every so...
