    I use an ultrasonic cleaner for gas blocks and brakes when they get bad. I put the block in a small glass jar/beaker and use a small amount of solvent inside the beaker.... breaks down all of the carbon pretty quickly. Finish with a quick squirt of brake cleaner and then compressed air.

    I highly doubt that you could cut a concentric neck just sticking some sort of bit or Dremel tool in the neck and get the accuracy results you're after. Not saying it's not possible, just not likely. For $25 I'd just send it back to the folks that specialize in it.
