    Re: Load Development - Virgin Brass or Fire Formed??? When you measure case capacity (water capacity), fired cases, not sized cases are measured. Cases INSTANTLY expand to fit the chamber upon ignition, so it doesn't matter whether it is a new case or a fired case.
