Those 3 rifles are not the same.
I would go to a shop and handle them. Pick the rifle "you" like and don't worry about what it costs.
Ending up with a rifle you are not happy with because it was a few dollars less will be the most expensive in the long run.

As pressure approaches 60k psi TAC will tend to burn more consistently, and may start to burn less consistently as pressures exceed 60k. It's a narrow window, but should burn very consistently when in the optimal range.

I would recommend starting out with a basic solid factory rifle from the brand name that you prefer. Looking a a Rem 5R or an FN SPR, have it bedded and the trigger tuned, and get your optics.

I like mine. The rifle is shorter, lighter and has less recoil. It is not the true equal of the 300WM, when the WM is loaded to full capacity...about 100fps shy with heavier bullets, but mostly close enough.

Sightron and Leupold both put lifetime warranties on these scopes, but that doesn't mean they won't break...They will fix them for free when they do, but that doesn't help you in the bush and on a .458 they'll likely fail...

The Scout is $1500 and a bolt action is around $500. The bolt should shoot into an inch, and hopefully, the Scout will do around 2" at 100 yards out of the box...maybe not.

Sometimes they stick or have some locktite or corrosion or residual bluing salts...
Don't beat on it...apply a little heat with a torch to the nut and it will come loose.

You should have a 1/10 twist barrel on your Savage, but either way, the 168gr or 175gr will be fine at 500 yards. Try them both and see which one your rifle shoots best.

What you are describing does not sound like a head space issue.
The bolt roller needs to have clearance to the receiver...that is a common problem with factory rifles because they don't check this, but sometimes the rollers just come off regardless.
