    Re: Howa 1500 or Stevens 200 action for a budget build You can do a Howa buid, but you'll need a $7500 lathe and another $1500 worth of shop equipment for the DIY. Howa makes one of the best production receivers around. I put Tikka slightly higher, but the Howa has more parts available for it.
