It's generaly very easy. A couple things that would need gunsmith attention is if the recoil lug is thicker than the cutout in the chassis. Or if the trigger or trigger hanger interfere with the cutout in the chassis.

I can second the recommendation for Shawn Boggeman at Triggered Precision Machine. He's done a couple things for me that were outstanding.
Aside from the things that have been mentioned, when I've had trouble with a barrel fouling after a few dozen rounds it's been because of the powder. Either the powder I used was overly dirty or I wasn't getting the pressure up to where the powder burned most efficiently.

From my experience using a expander mandrel it doesn't take much force to expand the neck. I doubt the mandrel is pushing the shoulder out.
Are you using the stainless steel pin tumbler to clean cases?
Prior to loading the brass, was the brass exposed to any cleaners, liquid, tumblers?
The primers that are backed out a little make me wonder if there is a head space issue.

I usually think the 6.5 Creedmoor with a 140 grain bullet should have a velocity of 2700 to 2800 fps, but you noted your barrel length of 18" so that explains the velocity you measured.
