Rifle or +2” gas system?
Have a bolt?
If no bolt, was headspace set for a type 1 or type 2 bolt?
What barrel blank was used?
How many rds down barrel, if any?
LC LR is about 1 gr less capacity than Lapua. Winchester is about 1.5 gr more capacity than Lapua. LC 72 Match will be roughly 2.5 gr less capacity than Winchester brass.
I'd start about 2.5 gr lower charge weight then what Hodgdon calls out for Winchester brass in the LC 72 Match to get...
JP has sold complete rifle with 22” barrel with a rifle length gas system and / or a +2” gas system. I’m curious which system is present on your rifle.
Post 295 was about the Berger 6 or 6.5 Creed ammo that BurtG commented on.
Post 296 was about the 223 Berger ammo with 77 OTM that Molon was referencing with powder charge data and possible propellant used.
I apologize for not being more clear on the original posts.
Given this data, I'd submit that desired powder charge was probably closer to 22.4 gr.
Would match up well for VV N-530 being the propellant.

Bullet
5,0 g / 77 gr
Lapua, Scenar
C.O.L. 57,4 mm / 2.260 inch...
Quite possible there is no powder in case. Primer probably went off, just no propellant to ignite.
Get a weight of that case with "fired" primer vs another round of that ammo, should be 40-42ish grain difference.
