What are you using for a front rest? Bipod? Sand bags? Many people need to raise the front rest when going from bench shooting to prone position in order to get comfortable.
I have read quite a few people say that their rifles like IMR4350 better than H4350. I would just do a powder load test and see what happens. After not seeing H4350 for almost a year I gave up and switched to RL17.
#1) 20" Barrel is not helping your velocity
#2) Your ES is 84 which is POOR for long range precision rounds. My 260 Rem load normally has an ES of about 20fps for 10 rounds.

Heck, I can consistently hit the 6" gong at 1000 yds with a fixed 12X scope if the wind isn't too bad.
I'm not the most experienced guy, but in every one of my rifles I have found that the extra velocity from the lighter bullets does not overcome the lower BC when you are shooting 1000+ yards. But that's just my experience. These days it's more about what bullets you can find in stock. :)
Why does it need to be 'high end'? What is 'high end'?
Why is weight not an issue? Will you be hunting from your front porch with a deer feeder 600-700 yards away?
You've asked the equivalent of "What car should I buy for $50,000?". Everyone is going to reply that whatever they have is best for you. Your only constraint is you want FFP. Almost every scope in that price range is FFP.
Since this spotting scope tripod will be used exclusively for range work I decided the much better stiffness and damping provided by the carbon fiber legs would be worth the extra $ over the aluminum.
B&H Photo has the Manfrotto 055CXPRO3 Carbon Fiber Tripod on sale for $299 so I went ahead and ordered one. Hopefully this tripod and the Manfrotto MVH500AH fluid head I already received will provide a stable platform for my spotting scope.
