For a shooter I wouldn't worry about it being drilled. From what I've read some of the later D's were drilled and tapped from the factory as the so called E came into production. By the way Winchester considered the E suffix rifles D's.

I don't own the Bergara but do own the Tikka, I wouldn't expect a $460 rifle to shoot with a $950 rifle. My Tikka shoots great and if I had the Bergara and the Tikka out shot it I'd be sick
Buy her a Savage MKII GL and cut the stock off if needed. Later you can buy a Boyds stock or reinstall the piece you cut off. They can be had for a little over $200 shipped to your FLL.
I have four different lots of SK Std. Plus but have only shot three of them. Of the three one lot shoots great in all my rifles, the other two shoot good buy not great. I practice with the two good lots and shoot the best lot at our local fun bench rest matches.
My T1X is the only rifle I own that shoots CCI SV decent, my Savage shot the old SV pretty good, not so much with the newer stuff. IMHO if you want to shoot better at 100 yards, buy better ammo.

This will be an interesting test but I don't think the results will necessarily carry over to others rifles. I only have a small collection of rifles and even among the same models and brands (3 Win. 52's) there are differences in ammo preferences.
