    New barrel needed. Use the usual suspects. Bartlein, Krieger and so on. Barrel nut if you want it. Use a KRG to simplify. I wouldn't bother. A shouldered barrel is simpler. As for whom to use, I have no idea. SAC comes to mind but it depends on where you are at. Good luck and report back.

    If you get that much of change in POI when changing action screw torque, I would say you've found the problem. I've had POI shifts when reassembling rifles, but not to that extent (a cm or two). Check action screw length and make sure they do not bottom out. Check bedding, if any.

    Bang for buck, the KRG folder is the way to go though IMO the stock stock with correct spacers is hard to beat. Cheap spacers = plastic cutting board. Or have someone 3D print them for you. Your question has been asked before... A rear bag would serve you better than a mono pod, but YMMV...
