Most Efficient way to carry this list of things
The Eberlestock XD LoDrag would get my vote. You can carry your rifle in the pack or use a more traditional 2 point sling of your liking and have it slung in front of you. you will have plenty of room for the stuff you mentioned and some extras if you need it without be a really large pack...- Bear24

Starting Platform Question
If I were you I would order a prefit barrel of your liking, I would go with 6.5 creedmoor but 260 would be good too. The prefit barrels are cheap and you can put them on at home. Slap that puppy in an XLR element and you will have a very fine startup rig.- Bear24

What .308 brass would be best to get max accuracy and why? New to loading rifles
I have had really good luck with using the FC brass from fired FGMM ammo. I bought 500 of them for dirt cheap and they should last me awhile even if I only got 3-4 firings on them. 6.5 Creedmoor all the way, it is what I shoot in PRS matches and I was able to put 3 of 5 shots on a 24" target at 1300 yards with a 30 MPH 90* cross wind at a match early this year. Only you can decide if it is worth your time. I will say for 308 the match ammo off the shelf match ammo shoots almost as good as any hand load I have ever made for me 308 so performance is a wash. 6.5mm Berger 140 Hybrid accuracy issues.
