Proneshooter-that stuff has to be completely removed and replaced with solid material. I use bondo short strand filler and marinetex to get a solid foundation for the base to adhere to. Once cured, you can mill a slot for the base and glue it in. You would have to do the same to the top as well...
I have used the surefire two baffle short brake and it works really well. The jp brake also works, but as previously mentioned, it isnt very aesthetically pleasing.
There are a lot of very effective muzzle breaks in the market right now. Im sure there is one out there suitable to your application wether 7 or 300 mag. Recoil will not be an issue
Stranded-I had tried 38 gr of h380 but it was way hot in my gun. 36.5 was a safe load under all the weather extremes I shoot under. It gave me 3765ish fps through my 26" factory stainless tube. I got those velocities by shooting over my chrony 2 chronograph.

What were the environmental conditions you shot those at?
Primer flattening is not a very reliable indicator of pressure. By the time you notice flattening you may be way over on the pressure
If you shot that group at cooler temps you might get in trouble with that load in the heat
Just remove that metal piece on the rear of your mag box. I have done the same thing to a couple of win 70 rifles and have had no problems. Just make sure that the bolt will retract enough to pick up a round. If it doesnt you will have to shorten the bolt stop the proper amount as well. Good luck
