Sweets strips copper but I dont think it removes carbon. I use Boretech Eliminator. It strips both. Get a carbon remover and clean it well. Pic 3 shows the place a carbon ring would be the best and it looks black to me.
I think you could get 2900 to 2930 fps in a 22". I have both calibers, 6.5 and 7SAUM, and I'd go 7 all day for what you described. I get 3045 with Berger 180 VLD's in a 26" 9 twist with a compressed load of H1000.
If it's new brass you shouldn't have to size it. If it was fired then if you bump the shoulder to the dimension listed in a reloading manual then it should chamber in any rifle you put it in.

I've seen free stainless certs and 50% off carbon certs but never a free carbon cert. I sure hope you do have a free carbon cert and if you do then 7mm or 30cal hunter. Possibly 6.5 if not hunting game bigger than deer.
