I'd call them "sorta Smears" to be more accurate. The blanks I buy always come with bondo patch fill. The little pin holes and whatnot are dabbed so they are speckled with blue dots. My guess is that these were smears that didnt quite make the grade. So, they filled the blems and shipped...- LRI
