Reading again your OP it seems somebody may have made a shroud of aluminum for the barrel. The only reason I could think of this would be to make it look better than the mil "stepped" barrel. The shroud might be just to cover up the ugly stepped barrel.

Is it a 93 or 98 Mauser??
93 = 1.30" across the front receiver
98 = 1.43" O.D. on the front receiver
Not 100% sure on the Turks, as they made at least 3 variations, but the "shroud" might be the rear sight collar. If so the collar is silver soldered on and will take a torch tho heat it up...

It is a 264 WM w/ 29" Lilja barrel. Once I get the scope on, I'll chrony it to see where I'm at. I want to use 140's but might go w/ 130's. If I could find a 160 VLD type I would be real happy!!!
How much MOA in a base do I need?
With a 200 yd zero I am 21 MOA down at 1000yds. If I get a 30 MOA base will I be able to zero at 200, or will I have to zero at 3 or 400? Currently I can only shoot to 1000yds, if I can find a spot to shoot longer, I'll try it.

If you go with a 700 action get an M-16 extracter installed. For a DGR I would go with a controlled round feed rifle. For the Rigby case I would go with a '17 Enfield action.
