All of the blue prints to unravelling this are all probably well documented in our never ending 1200 page bills that are passed without anyone reading them.... decades of towing a party line and fueled by personal gain .... both sides guilty in a corrupted system.

Most of the 311 vendors are out of control on parts pricing. You can buy a car for $8K and a gas cap for $500. Engine and transmission parts are crazy as well.

my Comp AR was 23 lbs and I shot it off hand..... that is the stage where more weight helped wit stabilization and recoil. just saying I wouldn't necessarily max out weight at 14 lbs.
I highly doubt that you could cut a concentric neck just sticking some sort of bit or Dremel tool in the neck and get the accuracy results you're after. Not saying it's not possible, just not likely.
For $25 I'd just send it back to the folks that specialize in it.

I gave up positional shooting right around the time when optics were allowed in highpower, but building a position and NPOA are two separate things. Make sure you're building the position consistently paying attention to support, rifle placement and consistency. I always shot nose to charging...
This is what I run .... it's perfect thickness that takes up all of the sloppiness and the teflon wear surface is designed for sliding parts. Apply to the buffer tube and slide the stock right over it. Doesn't require covering the entire tube ... just a strip or two and only long enough so...
