    1000 Yard Setup

It is an expense but it should keep you within your budget of $1000 or so , You could go with the Remington police which already has a nice HS precision stock for about $900 and the bottom metal of $250 or $300. It's a couple of hundred over but it will be a very nice set up for long range...

Am I expecting too much from a cheap rifle?

Did you shoot a bear with it? If you did you got your money's worth. You said it's a very thin barrel . Those barrels heat up quick and even with good ammo you will have flyers. It's not made for extended shooting sessions, it's a cheap hunting rifle that will get the job done.

    Run what you brung

I've been a member here for a while and I really haven't read a lot of members telling new shooters to go and buy an AX , a new Surgeon or a GAP. It's usually quite the opposite. Most new threads of a new shooter asking advise for a first time bolt action purchase is met with a stock Rem 700 ...

Rifle Scopes Remington 700 SPS .308 Scopes?

I can't comment on the viper series , never used or looked through one. The only one I can recommend is the PST series , I don't like giving advise or commenting on something I haven't used. The only thing I will comment on is shooting out to 1000 or more you want the best scope you can afford
