    I don't know about that - in DeShaney v. Winnebago County Department of Social Services in 1989 the Supreme Court ruled that government workers have no obligation to protect citizens. In Castle Rock v. Gonzales in 2005 the court ruled that police have no obligation to protect.

    We had this in the 60's where I grew up. We worked at it every day and tested regularly, and you were given your "percentile" for each measured activity. We also learned basic facing movements, marching and drill in PE class.
