    It sounds like you are suggesting ARC blamed the customer here. Spife7980 sort of mentioned it as a possibility, but that's not ARC, thats just a member here trying to think of reasons for the wear line.     The Form 4 address and initial check cashing is done by the bank itself. The Forms are then sent to the ATF for processing. So, the initial check cashing always works because it's not the government doing the work.

    Nothing annoys me more than bureaucrats making up rules as they go. Doubly so when it's pointless paperwork issues. I forgot to sign my Form 4 last year and they kicked it back. I just needed to sign it and send it back. I got my approval in a week. Yet, in this case, they deny it. Just dumb.
