    For the purposes of ITAR a "permanent resident alien" is considered a "US Person" with the same privileges and obligations of a "US Citizen. They can purchase and use class 1,2 and 3 just can't take it or ship it out of the country.

    You are absolutely correct, in fact many scopes under 10 power don't even have adjustable parallax. But if your image is clear at max and becomes distorted at lower power, my first guess is parallax.

    PST?? If so there was a common complaint regarding a small finicky eyebox. Otherwise, sounds like parallax adjustment.
