Lapua, Alpha and Peterson are all good brass. But most shooters aren't good enough to take advantage (and that includes me) of whatever incremental accuracy they may provide you in most gun games. (there are exceptions like benchrest and F Class for example where the smallest group wins)...
Not just the Vortex. I've read a number of mixed signals in regards to many 1-10x scopes. Some like them, and many don't. I suspect that a 10x zoom range is perhaps a "bridge too far" with current optic technology. Many suspect that such an optics span introduces as many negatives as it does...

The SS 3-9 is a very nice scope, and very rugged, but the Athlon has a much better feature set, with illumination and Parallax adjustment, and a better reticle for 2x...
I've always used Timney Nickle Plated Standard Triggers, with factory set at 2 lbs.
I never felt the need to go lighter for long range use. Square range shooters might like them lighter.

Trouble Shooting 101:
Check/Replace/Swap one thing at a time.
1) Check your bedding and action screws torqued correctly & reshoot.
2) Then the scope, replace it with another & reshoot.
3) If that doesn't work swap the ring and bases. And reshoot.
4) If that doesn't work have Browning look at...
