Question about the Atlas Bipod

Guys, I just acquired an Atlas from one of the hide member here. He said it's new. I notice that the knob at the bottom of the bipod is kind of rather tight. I can only loosen it a quarter of a turn enough to pan but won't tilt. Is there a locknut inside the plastic cover on the knob to loosen...

More twist please

Went to see my smith friend and I found this hanging on the wall in his shop. One of his customer brought the target to show him the result from his 6.5 BR shooting the 140 grain Berger VLD. Never seen one like it.
