Scope base for Savage 110BA (>0 MOA)

Just as an FYI, the stock McCann rail is not built to 1913 picatinny rail specs. Mine was off by .067" and my LT-107 1 piece from LaRue would not work. It was advised at first by LaRue and Savage that I file out the rail... Not happening. I explained that I was not mounting a toaster, popcorn...

It is mounted on top of the scope ring and goes around the turret. What is it and what does it do?
