There are some folks that make bag riders that mount to the pic rail. I purchased a 3D printed one. Haven't tried it yet but it seems like it should work well.
I made a single load follower that slips into the MagPul magazines. It is made from a section of PVC pipe (1 inch, I think). It holds the follwer down and allows the bolt to close. It slips in like a cartridge. See photos below.

I have a Remington 700 VLS in .223 with a 1/12 twist barrel. I really enjoy shooting this rifle. If you don't plan to reload, mine loves the Fiocchi 223 Remington with 40 or 50 grain V-Max bullets. It will put 8 of 10 rounds into just about one hole at 100 yards.

I made the pvc pipe single load follower out of 1/2 inch pvc pipe. It was listed on the old Snipers Hide forum site. Luckily I saved pictures from the original post. You just slide it in the mag like a cartridge over the magazinr follower.

Yes you could mount the sights on the 20 MOA base on the receiver but they would be awfully close. I think you have a GEN 1 RPR and if you haven't changed your handguard, it would be better to mount the front sight on the pic rail at the end of the handguard. It will give you a longer sight...
