First, do you have an accurate velocity from a good chrono you can trust (e.g. Magnetospeed or labradar)? Could just be velocity isn't what you think it is.

Buy a Giraud annealer, Annealeez, or Bench source for less than half that of an AMP and you can still anneal your brass and get a longer life out of it with more consistent neck tension.

Buy Lapua brass and use an expander mandrel on all my necks after sizing. That's it. The less time spent in the reloading room the better. I even stopped depriming my brass before tumbling now.
