Does anyone know of good stencils that will stay stuck on multiple layers of alumahyde?

Just got my glass in today and it says that the retical is setup at 15x fo its SFP. Does that mean that is the power i can range targets at because its a MIL reticle...why would they do that and not have it range at full power? Any help would be cool. Great scope just dont understand why lol.
