When using a 0 MOA Base, how much internal MOA Adjustment should a scope have to reach out to 1000yds?

How do the Seekins Ring clamp to the rail?? Does it only clamp to the outside of the 1913 Rail, or does it have a slot in the middle to rest inside one of the slots on a 1913 rail as well? I cant tell from the picture on their site.
