APEX VR-1 VS Surgeon VS rem 700 actions

Hi all! Any recomendations on wich one of these actions would be prefered for a first "upscale" precision rifle? I'm most famailar with the rem 700 action, and was thinking about getting one of these with an "accurization" job, but, for not much more I could get a APEX VR-1 or Surgeon .. but...
