You will get a 100 people in here saying to buy something else. I say the S&B 5-25 is still the best thing going. As far as the reticle, I prefer the H2CMR, but the MSR would also be very useful. I like my MTC turrets. Some folks complain about going past their desired setting by a tenth or two...

I personally have had many guns, both semi and bolt action, with CL barrels that would shoot sub-moa consistently.

I'm pretty sure you can buy a Knight's Armament rifle for less than 27K. For 27K, I think you could park a whole fleet of them in your safe.
