Rifle Scopes Ranging with NF NP-R1

The NF NP-R1 reticle is in the second focal plane therefore only effective for range estimation at a given power setting which is 22. If I set the power to 11 does this allow me to use the reticle to range if I divide by 2. E.g. Each hash mark is 1 MOA on 22 power, on 11 power would each hash...
