Are the different brands of gauges all ground to the exact SAAMI specs ? If I had a .308 GO Gauge from PTG, Manson, Forster, Clymer, would all of them measure exactly the same ?

New rifle, Ruger American Hunter 6.5cm, this rifle has a tight chamber, but what is odd is the once fired brass will measure differently by up to 5 thousandths, im using a Widden gunworks case gauge tool. Any thoughts ?

Fit and finish is top notch, but accuracy so far is mediocre. It's set up with Murphy Precision base, Vortex PST GenII 5-25 in Leupold Mark4 rings, all screws are properly torqued. At 100 yards using Federal GMM 140 im getting 1" to 1.5" groups, for $1800 and match grade barrel I would expect...
