Yes the price of blaser r93 sucks,I got one 7 years ago and price as doubled.
$1500+ and $300 for dedicated mounts.
Apart from that it's a great rifle,built like a Swiss watch.
Totally amazed my friends on hunting trips buy stripping it all down to clean...

SportMatch are a respected scope mount manufactures in England.
Most shooters in England associate SportsMatch with airgun mounts,most gun shops stock them.

I assumed the base plate was stainless steel.
You need to provide more details. Casting is the method used to shape the metal so it could be mild steel, low alloy or even stainless.
Just be careful,I'd be tempted to practice on spare material...

I can work in both imperial and metric.
Why make this with imperial bolts when they cost a fortune and are hard to find in the UK.
Surely M12 bolts and taps would be cheaper?.

Get the barrel threaded by a good gunsmith,and have a muzzle brake fitted.
A lot of light weight hunting rifles kick like a mule,there no shame in having a brake fitted.
A muzzle brake will kill the recoil,it's a no brainer.

Buy decent bench rest Sinclair,Seb,or Farley.
