    You are correct that 1 moa is a smaller angular measurement than 1 mil but the mil is broken down into 10 units and an moa is broken down into 4 units ( if it's 1/4 inch per click ) of measure. If you take 3.4 and divide it by 10 you should come up with .34 ( I think ) which is very close to 1/4...

At five or six hundred yards 1.047 won't have much of a difference, but at a thousand yards the same 1.047 will have a much bigger difference.     Opinions on new build for granddaughter

    Why not a 6.5 Swedish, I built one for my daughter this year and she loves it. No recoil to speak of and highly accurate, good for hunting everything except big bears, bullets have high ballistic coefficient and good sectional density. I like her rifle so much I think I will build one for me.

    One thing I like about the savage is the firing pin travel, bolt lift tension, and firing pin spring tension are all adjustable. I'm not sure but I don't think the 700 has that.

    Try some slickery gun grease, I guarantee it will make things better. A friend had a 770 with a god awful bolt and I put some on the bolt, if you were blind folded you would think it was a high price gun after cycling the bolt.

    Don't under estimate factory rifles. I have a heavy barrel savage 3006 I bought over ten years ago and with my hand loads I can make hits consistently at 800 meters, if conditions are good I can make hits at 1000.
