price range and general use?
Scope wont need as much internal adjustment as a 22lr if you are shooting out to 200. The 17hmr is much flatter. The 17hmr drops around 8.5-9" at 200 compared to around 50"+ for the 22lr.

I had a vortex viper 6.5-20x50 on my savage btvs and could see holes at 200 on the shoot-n-see targets. But I also had an older japan made bushnell banner in 6-18x40 that did really well also until mirage kicked up due to heat.
I like the 4-16x mag range a lot, and have also used the 5-15x and 4.5-14. If you are shooting bench only, go with a 6.5-20x or something in that area, if you are shooting offhand a lot with it, find something in the 4x range, or even the 3x. The weaver tactical 3-10x40 mil/mil is a really nice scope, as is the mueller tacii 3-10x44.

I think I would go with a variable is you are using it for hunting. The bushnell 10x40 is a great scope, but not as good as a 4x or 3x on moving objects. The weaver 3-10x40 tactical has mil/mil and is an excellent scope.

Base... get a rimfire tech base

Scope... anything really. You will struggle to see holes even with a $2000 scope.

I like tactical turrets as they can be zero'd and allow you to easy dial out for long range shooting.

Yeah I have target turrets on the Banner. That scope ran about $200. Pretty nice. I also have a Elite 3200 5-15x50. Insanely crisp and clear. Wide range of view. Came with a sunshade also. But that ran more like $350.
