.22 hornet build

I was looking into doing a .22 hornet build and as a college student I'm trying to stay on a budget. I want a heavy barrel and the possibility of putting it in a tactical style stock down the road. I was looking into the CZ 527 American but I'm not sure if they have a heavy barrel. I need some suggestions on where to start and which rifle to start with.

Savage or was it Mossberg..? One of them has a heavy barrel single shot bolt gun that I really wish I found in my youth. I always wanted that exact gun, but now I have little use for it =(

I should add that this is going to be a varmint gun/trainer so a tactical style stock like a boyd's tacticool or a stock in that style is very important. And my brother has a ruger 77/22 hornet that shoots about 1/2 MOA at 100 yards so I would like a gun that shoots close to that because you can't let your older brother show you up all the time. any suggestions are appreciated. Would like to keep the gun around the $600-$700 range but cheaper is better if it shoots as good.

just some thoughts

1.Steal your bros gun messed with 3 and own 1 77/22 happy just to get close too an inch.
2. I've not shot the CZ527 in the hornet but my 204 and 223 are one hole guns barrels are heavy but not full bulls.
3.If you reload try small pistol primers, it worked best for me.
