I just installed a Criterion prefit on my TL3. I was hoping to use it as a trainer this off season. I put 2 boxes of American Eagle and 1 box of Hornady 88’s through it. So far I’ve been disappointed. The American Eagle was 2-3” and the Hornady was about 1.5” at 100 yds. I was hoping to shoot factory, but now I’m wondering if it’s worth reloading to see if I can tighten things up. Just wasn’t planning on having to work that hard to get this up and running.
 
I would call Criterion and discuss with them. Find out what the specs are on the reamer they used to chamber the barrel. Criterion makes great blanks, but most gunsmiths I talk to aren't crazy about their reamer specs. I don't know anything about the 224V factory ammo or typical reamer specs.

If the reamer isn't matched to the factory ammo you want to shoot you likely won't achieve top accuracy. You might benefit from buying a reamer ground to shoot well with a particular factory load and sending it to Criterion to chamber your barrel. With the house reamer you are rolling the dice. There is a pretty good chance you will have to reload to match what the barrel likes.

I've burned through several Criterion prefit barrels and never had a single one I couldn't get to shoot half moa with reloads. Many shot much, much better. I have not run factory in any. Some shot good right away and some didn't get good until a little over 100 rounds. Your barrel might just need broken in a little more. But to be fair, most were under 1 moa with everything from the beginning.

You also didn't mention the twist rate of your barrel. I haven't run any stability calculators on the 88 ELD but my guess is you're going to need a 1:7 or faster.

There are a lot of possible explanations. I would explore the above and maybe shoot a couple different factory offerings before I gave up on it.
