According to the sako.fi websight the trg 22 has a .299/3075 barrel. Is this considered the standard for 308? How much velocity will this gain? Will reloading be any different do to the tighter bore?

I don't think that's much tighter than the standard .300/.308. Palma caliber is more like .298/.3065 or .0370.
You may get a few more FPS but there is nothing to change in your load development process. Standard checking still applies.

I have a Obermeyer that is .298X3055 and 37 gr. 4895 is all you can run in it.

so it is not the traditional tight bore/palma but is tighter that standard. Kinda a happy medium.

.300"/.3080" is standard. Krieger offers 3 different tighter groove diamaters and one tighter bore diameter (.298") for their Palma barrels.
Yours listed is less than .300"/.3080", therefore considered a tight bore and groove barrel.
