Range Report .338 Norma mag & .338 Rem. Ultra mag

I'm sure this comparison has been hashed over many times but I have a few questions.

1. With a greater case capacity and the inherent "advantages" why does the .339 RUM not get any attention in the tactical world?

2. With 300 grain .338 bullets it would seem the RUM could get greater velocity (& range to ballistic transition) at the same pressure as the .338 LM.
So why do we not see the .338 RUM more at 1000 meter + tactical shoots?

3. Is the recoil of a .338 RUM roughly equavlent to a .416 Chey Tac? If so then I can see the advantage of the Chey Tac.
