Why would you want Steel? Seekins makes Al 35mm rings, TPS makes both Al and steel, USO makes Al and IOR makes Steel IIRC.

TPS and IOR come to mind, I have a set of TPS 35mm steel rings, they are pretty nice.

I have a set of IOR 35mm rings and they work very well. I believe they are made by TPS (and the vortex rings look pretty much identical to the IOR/TPS also).
