30 BR would work with a huge bullet like the 220/240 SMK. You can make brass by expanding the neck of 7mm BR brass, 12 grains or so of Reloder 7 and have at it. Probably need a 8" or 9" twist barrel.

I've done this. I too had a short REM 700 action so I used 30 BR. I'm shooting 210 grain bullets at ~1000 f/s using 10 grains of Trail Boss. The velocity is not as consistent as I would like so I'm looking try other powders -- Reloder 7 might work.
I'm using a 1:7.5 twist barrel I got from Pac-Nor. It's very quiet.
