Gunsmithing 6.5 Creedmoor Chambering for Hornaday 147 ELDM factory ammo

So I'm having a 6.5 CM built so I can have a bolt action and not have to reload for it, and want it throated for the Hornaday 147 ELDM, or even the Hornaday 140 ELDM factory ammo.

What's the best reamer to throat it out for that, or combination of tools to get the dimensions correct?
