Rifle Scopes 700 sps tactical .308 ..

is the 20moa picatinny base the right platform for a SS 10x42 or 16x42 optic to allow for sufficient adjustment changes out to 800 yds?

Also, who makes the preferred pacatinny base that you all use?

Yes. Even a flat base will get you out there with a SS, they have a lot of elevation travel.

I have/like Badger and Seekins, but there are plenty of other quality rails out there too.

A 20MOA is a good general purpose choice. I like Seekins, lots of other people like Badger, EGW has a new low-profile base for $70 that could be a really good deal but I haven't gotten ahold of one to look at yet.

0 MOA base should get you there. 20 MOA base will get you there without question.

Your options are many. Nightforce, Leupold, Warne, and all the others mentioned. I have a Warne and Nightforce and am completely satified with both.
