Traded two colt mags for a Bushy A2 upper. got it home & discovered that the rear sight elevation dial can't even rotate 3/4 of a turn. is that normal?

No Not normal. Seems like someone took it apart and it maybe missing a detent ball. I would take it apart and see what is making it bind.

The rear elevation should rotate more than a turn. go 8/3 -2 small gap for 200 yards, 8/3 small gap for 300 yards, and keep turning around to 5 large gap for 500 yards. You should be able to turn all the way to 8/3 for 800 yard elevation.

Whoops. Just had to put a little more effort into it. Torqued on it good and it broke free. It has full adjustment range now. I can only go -1 from 8/3. Shrubmaster upper, probly 1 moa increments.
