Like the title says, I'm tall and my LOP measures about 14.5", so I need to add about an inch to the LOP. Eventually, I will get a new stock with the proper LOP or adjustable LOP, but until then I would like a somewhat cheap solution to my problem. Suggestions?

Well you could try a stack of 1/4" thick delrin sheets, sanded to fit with longer screws to compensate. McMaster Carr has 1/4" thick X 2" wide sheets in black for about $8 a foot. I think some of the recoil pads on HS stocks are glued on so be careful taking off the oem pad.

You could buy a slip on recoil pad, I think most add about an inch.

I'm gonna try to keep the stock as original as possible in case I ever sell it, so I'm liking the idea of a slip on recoil pad. Don't know why I didn't consider that myself. Amazon.com: Pachmayr Slip On Recoil Pad: Sports & Outdoors looks decent. I'm guessing I would need a large?
