I've got a 96 and god only knows how many rounds/barrels have been on it. And it still looks as good as the day it probably came from the smith who bonded it to the chassis.

In other words, I don't believe there is any difference between a AW action made in 1998 vs one made in 2012.

Quality-wise it's going to be very similar to a current production AW. The chassis will be of a welded construction, rather than pressed-and-pinned, which effectively means you can't have the factory swap the rifle from fixed to folding, if that was your intent. It probably has a dovetailed receiver, so you're going to be limited to using an AI or similar European dovetail scope mount - this isn't a problem unless you intend to use a few certain niche scopes or scope accessories that can only be mounted onto a picatinny rail.

Depending on condition, accessories, round-count, it's probably worth between $4500 and $5000, IMO. MSRP on a new AW in that configuration would be just about $6k.

Your 96 action may be on a pinned and epoxied chassis but I can tell you that in 1996 the chassis was welded. It was early 2000's when the pinned chassis was introduced. I can find out the exact date if interested.
It is possible to convert to a folding stock as we are doing that right now with a military contract for 400 rifles. The easiest way is with a new chassis but it is possible to change the rear end.
It is also possible to add a Picatinny rail although it needs a carbon tipped drill
The quality of a present day AW is as good if not better than a 1996 model especially because of the construction of the chassis.

Ok I have done alot of searching and can't find anything on the Target model. I assume it is no longer made but I am not finding anything.

Hasn't been made in a very very very very long time. I've owned 2, both 1996 models. The one I have left has the palma match trigger in it
