If you were to install any barreled action in the AICS (such as an XP-100) in its original condition with the 10.75" or 14.5" barrel (depending on model), then yes, you'd be violating federal law re: creation of an unlicensed Short-barreled rifle (SBR). If he was going to go to a rifle-length barrel (16" or longer) and install it in the rifle stock, then there would be no legality issues with doing that as long as the rifle barrel is installed prior to the installation of the AICS.
This is all hypothetical anyway because an XP-100/Model 600 action <span style="text-decoration: underline"><span style="font-weight: bold">WILL NOT</span></span> fit into an AICS.
