Maybe they need to hire more of the snipers they used to try and kill Trump. 
The issue is they only hire from uniformed division. And you have to do like 2 years there before.

Its a way to get people to hire on for one of the worst law enforcement agencies in the nation to "earn" a potential slot.
If they would open the jobs up to qualified Federal LE snipers and Former Military School Qualified Snipers, even if they had to go through FLET-C and SS specific sniper training they would have more applications than they could process. The SS uses it as a recruiting tool much how the Navy uses the SEALS. They know 95% of them won't make it but they have jobs to fill in the fleet. Its a self inflicted wound of their own making. The fact they don't even keep up on their quals just shows how much of a cluster fuck the entire agency is. Plus imagine what kind of moron would take a bullet for some shitbag politician? Talk about a cuck.
