I've been looking at both and waiting for reviews. I'm not sure which one to get. I put money down on a pre-order for the Seekins on 3/6 from EO but there's still no stock, I might just cancel at this point.
There are not a lot of reviews on the PH3, at least that I can find. On another forum I saw several people reporting 1/2" MOA accuracy, smooth action, love the rifle, etc. I've only seen one review that noted a flaw, rough crown, which they stated Seekins fixed and came back with 3x 1/2" MOA test targets from Seekins and noted that they ordered another PH3 because they liked it so much.
On the Hide here I've seen one comment not liking the split rail. I'm not a fan of the split rail, either, some prefer it... Personally, wish it was full length rail.

You can definitely find other 7 PRC hunting rifles, particularly with that kind of budget. I can't think of another company that has as good of a reputation in the long range community as Seekins that is in that sub $2k price range for a pre-built rifle.
In terms of precision you're probably splitting hairs between the two. The big difference for me would be whether you prefer the stock on the Seekins or the chassis on the Tikka.
I can tell you right now that if seekins decides to start giving us lefty options in their ph3 line, that’ll be my next rifle. Checks too many boxes to ignore. Also worth noting I do not like chassis so that sours the ACE line for me.

To me, that chassis seems like it could be good but wish they had made a folder. Unfortunately the way Tikka/ Beretta is they probably married that thing. Till death do them part. You'll never see improvements or iterations for the next two decades.
