There are no export rules for scopes in most of the EU countries. Only Belgium is anal about anything that has to do with rifles, even scopes require an export permit.
Don't know about the US side regarding import.

I bought a scope from an Optics dealer in the UK, Optics Warehouse. Paid for it like I would from any US dealer in US $, got it in 7 days, and paid $44. for the privilege of shipping it.
No customs problems, with this broker. Everything was a smooth as if I bought it from SWFA or Midway. I cannot say that about all countries, and all scope brokers, however.
The model I bought was not imported into the US, which was why I bought overseas.
