Ok so I have been basicly shooting for about 17 years. In the past used my dads rifles the only two guns I own are a Remington 870 de atomizer cannon and a completely unmodified Remington 700 5-r in 308
my shooting experience would total about 10000 rounds out of a bruno 22, about 15000-20000 rounds out of a 243 bsa monarch which I shot the barrel out of and a tikka t3 and my Remington 700 5-r with about 2000 rounds experience.
I have really tried to become familiar with what I do have rather than buying a bunch of gear I love my shooting and im always chasing better results atm if I don't shoot about 80-100 rds a week I start to get a bit itchy. As a result im comfortable with my shooting ability I don't win any shooting comps but I usually make a respectable appearance. I currently live and work on a farm which I have a 2.5k range set up I obviously have never made it it 2.5 k but I enjoy plinking at longer ranges and I find my current set-up is limited to about 800m (I made the mistake of buying a trijicon accupoint, great scope for hunting but limited elevation and not the best at precision work)Im also a bit shy when it comes to rifle kicks belting me about 308 is my limit. The farm also allows me great access to hunting as it is basicly my job there to keep the place varmit free.
The build im proposing is a tactical rifle, firstly im pretty retarded when it comes to choosing gear because I have had much exposure to shopping around for cool gun parts, I gather there is no best gear but rather best choices for certain applications, the budget, I figure ill pretty much save until I can afford what I want rather than rush in on a budget so here goes

which ever is tougher ill try my best to look after it but this rifles gonna see alot of dust, mud, hail, sunshine water and other rough conditions it wont be a range queen it will be a work horse, (although i will to take it to the range)

?? don't have enough experience in this area but do like my experiences with 5-r rifling (mainly crap easy to clean and maintain) for the twist rate something that is pretty diverse but leaning towards heavier bullets is good ive gained plenty of experience dialling knobs and getting holdover right thanks to the 308

No experience with triggers again but my monarch did have a two stage hair trigger which I thought was pretty sexy
